First of all, you should talk to your manager and explain the situation and why you're unable to do your work.
If the manager isn't able to resolve this, then go to IT and have them cancel your co-workers CATIA session which should free up the license.

I don't know of a way to limit the dimension line, but here's what I do instead:
Go to the properties for the dimension to Add Text below the value. just type in a space to leave it blank, and it should trim back the dimension line as if there is text there.
I'm not familiar with those licenses, but if you have Part Design workbench, you could do it as a solid. And then extract the surface (if you really need a surface)

I don't know of any way to prevent it if you're changing the Sheet scale.
You could move the lines and test in the table to a new view, and then reset the view scale to 1/1.
Or you can just Scale/Transform the lines and text.
Of course, if you had used a CATIA Table, you wouldn't have this...

You could also temporally SPLIT all the parts in an assembly.
The sectioning tools are planar only.
