1% Proof Strength of Stainless Steel

Section 6.7.4.3.3 of the IMDG and ADR codes for the design of portable tanks calls for the use of the 1% proof strength for austenitic steels. Section 178.274(c)(2)(ii) of 49CFR also cites the use of 1% proof strength.

What is the source of this data for SA240 Grade 304 Stainless steel? Does it differ from the specified Yield Strength from ASME Section II, Part A?
