16" pipe under existing wall footing

I'm doing a project where I need to install a 16" chilled water distribution water pipe below an existing wall footing. The existing foundation wall supports an enclosed walkway one story tall(walkway walls above grade are concrete and i think the roof is timber). The walkway is about 8' wide.

I need to route the 16" pipe below the footing elevation. Is underpinning with a pipe sleeve an option?

a simple sketch would help. Plan view and a section.
 
Generally, if we put piping below a tank (prior to tank construction), we'll encase the pipe in concrete. I can't tell from the description if that could be done here.
 
Depth below footing?

Just install a sleeve using some form of trenches crossing. The less disturbance the better.
