Can we use SS410 instead of 17-4-PH in a control valve which is installed in steam service?

for the internals? Sure you can, but it won't last as long.
If the valve runs wide open it might work, but if you are throttling then there will be a huge difference in life.

Do you need mechanically stronger material than SS410
Do you need more corrosion resistant material than SS410
17-4PH;SS455C; why not SS420...
