The 1997 UBC Load Combination 1.32DL+f1LL+1.1E where E=RhoxEh+Ev, Is it possible to use a redundancy factor (Rho) equal to 1?

It is possible but there is a very large section in the 1997 UBC that defines what [ρ] to use. It depends on the amount of bracing vs. building area etc.

The [ρ] calculation has been simplified in the more recent IBC's.
