2.18.2 in D1.1 2015

I had a disagreement regarding 2.18.1 with my boss and im looking for clarification. I was saying that 2.18.2 is prohibiting flat position bevel grooves when a v groove can be made. Hes saying it say you can if you qualify it. He says it says so in 2.18.1, but 2.18.1 is talking about two completely different things. I told him that 2.18.1, 2, 3 and 2.18.4 are all stand alone statements under 2.18 prohibited joints and welds and one does not apply to the other. Is there something I'm missing here?

You are correct, with the caveat being that "practicable" can be very broad-reaching. Welder access, weld volume/distortion, etc. can all make a V/U-groove "impracticable" by the Engineer's discretion.
 
Again, the clauses cited are in reference to cyclic loading only. Those details may be used when subjected to static loads without restriction.
