2+Cr-1 Mo-+ V-ASME Sec. VIII, Div 2 Vessel and Drilled Hole

I have a 2¼Cr-1 Mo-¼ V Reactor, ASME Sec. VIII, Div 2 High Temperature/Pressure and Hydrogen Service. Material and fabrication must meet the requirements of API-934A. Considering sensitivity of this material regarding propagation of crack, and all the effort required to avoid crack during fabrication and operation, is drilled hole in the shell of such a Reactor allowed if the hole meets the requirements of Para. 4.3.9 of ASME Sec. VIII, Div 2. I appreciate if anybody can share her/his experience and knowledge in this regard.
