2008 icons

I was given a new computer, and I am trying to set SolidWorks the way it was on my old computer.
I cannot get the icon command to show when I hover over the it. I am certain that there is a toggle somewhere to turn that on but I cannot find it.
Where is the setting that allows the command of an icon to show when I place my mouse pointer over that icon?

Mouse over the commands then Right Mouse Button. At the bottom select Customize.

The RMB is your friend everywhere in SW.
