Article 210.60 in the handbook is a little confusing. In a hotel guestroom without permanent provisions for cooking, the minimum number of receptacles is determined by assuming there is no furniture in the room. By this rule, the outlet layout on exhibit 210.29 is incorrect. The exhibit shows the outlet layout with respect to furniture layout and according to 210.60B this layout is correct, however, it is also noted that 210.60B is permitted without reducing the number of minium outlets required.

What am I missing?

So the doors don't count. Neither do the wall sections between and adjacent to the closet doors that appear to be less than 2 feet. And a separate rule applies to the bathroom. So I start measuring with the 2 foot section clockwise around to the closet to get 47 feet. Add about 3 feet more to get around to the edge of the closet door. In this area they have 5 receptacles, good for 48 to 60 feet. Do we see this differently?
