2012IBC Table 601 footnote b.

Please help me to understand this footnote b in table 601.
"Except in Group F-1, H, M and S-1 occupancies, fire protection of structural members shall not be required, including protection of roof framing and decking where every part of the roof construction is 20 feet or more above any floor immediately below. Fire-retardant-treated wood members shall be allowed to be used for such unprotected members." note b, Table 601.
1-Does that mean other groups such as (A-4 occupancy) does not require fire protection even if the height is less than 20 ft?
2-Does that means group F-1,H,M,S-1 does not require fire protection if height is more that 20 ft?

I would read this as follows:

1) Your A-4 Occupancy would require a fire-rated ceiling/Floor assembly if the height is less than 20 feet above the floor below.
2) F-1, H, M, S-1 uses would always be required to have a fire-rated assembly with duration as indicated by the table.

Thank you very much for sharing your understanding. When the code start saying "including protection .... etc" I thought the code referring to F-1, H, M, S-1.
