3D Sketch/Spline Problem

I have a problem i have never seen before when using splines within a 3D sketch.

First of all, I am in an assembly with around 5 components visible (Isolated) out of 100.

I am doing a manual route of a a wire that is .315DIA

I create a spline on the front plane and then when i go to start drawing there's a red circle with a line going through it instead of the normal spline cursor. basically i cannot even put down even the first point.

I open the specific part with the same sketches and it all works.... I am stumped. Any help is appreciated. Oh yeah, i havent done any routes like this since i upgraded to 09 so i suspect some setting of 09 is screwing up my workflow.

i am now working in the subassy and i still have the problem. i never had this issue before on 08 and i did tons of routes for this project. now im just updating a rev and adding a wire but its turning out to be quite the task.

I'm guessing it has something to do with the Tools > Options > System Options > External References --- Allow multiple contexts for parts when editing in assembly but without knowing your parts/assy structure it's hard to tell.
 
that wasnt it. im stumped. im just gonna massage one of the other wires into place.
