4-way diverted valve hydraulic actuator

I have a 4-way diverter valve hydraulic actuator, the sequence of unseating is not working, the actuator is trying to unseat but it fails (see attached drawing)can I have support
.what is cause
before we do any action you hear the oil return back to the tank, when we opened the drain line, we confirmed it returning back to the tank

Does it work if you use the "Unseat manual bypass" -valve?
