60% shear with -20F CVNs

I have a customer RFQ asking for 60-80% shear in CVN tests at -20F. Most of what we have available is in the range of 20-50% shear in the weld and HAZ, with some WPS having up to 100% in the HAZ only. Typically looking at GTAW with ER70S-6. Heat input is 25.5 kJ/in root and 46kJ/in fill/cap.
To get that much improvement I assume it will require a different wire altogether? I don't generally see shear values reported by manufacturers and have not run across a customer spec requiring shear minimums before.

Agreed that this is an uncommon requirement. While you have not defined the base material nor its thickness, it is assumed that it is low carbon steel. You will need to purchase it with high impact toughness at -50 F. ERNi-1 should meet the shear requirement at -20 F.
 
Thanks. This particular case is P1 carbon steel about .28" T. I haven't seen published number for shear from weld mfg but have reached out to our rep for help.
