Is there anywhere in the ASME Section VIII code which limits the use of 8% NI (SA553 Type II) to vessels in service temperatures higher than -275degF?

You mean lower than -275 deg F for Type II (8% Ni content by mass). No, there is no limit but impact testing will be required for lower service temperatures. Please review ASME SA 553 and Section VII, Div 1.

That is what I was thinking as well. I'm just trying to find documentation on where the industry standard has settled on 9% Ni rather than 8% Ni. Impacts/tensiles improve slightly with the higher Ni content, but I can find any supporting documentation.
