Does the International Plumbing Code allow allow for 90 degree horizontal turns in fixture trap arms without the need for a cleanout (also called dirty arm) similar to the Uniform Plumbing Code? I couldn't find it in the IPC, but maybe it is defined differently.
Example: a horizontal trap arm from a sink p-trap that turns 90 degrees horizontally in the wall before connecting to the vertical vent.

That type of arrangement would likely be up to the plumbing inspector to accept.

I have seen similar arrangements be accepted, but it does "violate" the 90 degree rule of section 708, although it could be argued that a removable p-trap (which is considered a clean out) and the short (<40 ft) of travel the pipe goes to the vertical would be acceptable under 708.3.3

Talk to your code inspector/AHJ and see what they will allow/accept. That is always best in questionable circumstances.
