A curious paint question

So it seems people that are into automotive finishes think only 2 part paints are the best.
Yet they will use 1 part H2o based paints. So does that mean a 1 part H2o paint will hold up better against fuel's than something like alkyd enamels that are a 1 part paint.
Also if using an H2o paint over bare steel won't that cause rust and corrosion?
I'm also curious if bridges and ships are now painted with H2o paints?

Some auto manufacturers were seriously looking into one part water based coatings because of VOC issues.
