A monopole with foundation above groun. foundation tilted on one edge.
A geotecnical consultant recommended dismantling tower ,doing necessary soil reinforcement then erecting the tower again.
Is there another method to reinforce soil and removing the signifucant foundation tilt
Without tower dismantling

I am not familiar with soil improvement technics, but results from a web search provided me with the impression, that "soil injection" was used to deal with expensive soils to control volume change, while "jet grouting" maybe is more suitable for your situation/need. Deep injection of expanding foam (Uretek) may be an option. It's been used to not only stop movement of bridge foundations, but also to correct some settlement. With adequate confinement, significant pressure can be exerted on a foundation. Could be worth checking with a technical rep to see what can be accomplished.
