the place note tool now has extra features to replace the draft tools pre xm, place note >frame >circle
and also
in dimension settings under dimstyle >notes
>frame scale .....make sure scale frame is unticked ie off.. depends on text size you might have to set atext scale size for the frame and turn it back on..
circle buble 1 and 2 works perfect for me with scale off... is you text justification cc?
