A519 Wall Thickness Tolerance

I have a question regarding ASTM A519 wall thickness tolerance. The wall thickness tolerance says

- If OD is less than 3”, the tolerance is 12.5% when the WT < 15% of the OD and 10.0% when WT > 15% of the OD.
- If OD is 3” to less than 6”, the tolerance is 10% when the WT < 15% of the OD and 7.5% when WT > 15% of the OD.
- If OD is 6” to less than 10.75”, the tolerance is 10% regardless of OD & WT ratios.

My question is the wall thickness tolerance listed above a +/- tolerance or the total deviation? For example, 8” x 6.25” tube has nominal wall thickness of .875” so is the allowable range:
• .875” +/- .087”
• .875” +/- .043”
