Can ASTM A 995 and A 890 be used interchangeably for valves ?

Material wise, they are the same but A890 is for General Applications whereas A995 is for Pressure Containing Parts. The difference is there are a few subtle variations in how they are processed and also which set of general requirements applies. Look at the two specs. side by side.

I have observed that both are accepted on majority of occasions. Can you please describe a case where one is suitable and other is not ?

I too have seen cases where A890 is specified for valves. I believe, but would not bet my right arm on it, that the reason for this is the A890 specification pre-dates A995, so that is what they had to go by when the duplexes first came into common usage. If I were specifying a valve material today, I would use A995 for my material specification.

I got that A 995 is the preferred option.... but can you advice if A890 is not suitable somewhere or not acceptable ??

If you are dealing with your major client, you might like to point out to them that DEP 30.10.02.11-Gen only refers to A890.
