AASHTO LRFD7 Temp and Shrinkage Steel

I am designing a tie beam between two drilled shafts. My tie beam is 39" tall x 42" wide. I have a question about AASHTO LRFD 7 Temperature and Shrinkage steel requirements. I calculate a required area of steel = 0.22 in^2/ft. AASHTO calls this "area of reinforcement in each direction and each face". I'm looking for clarification on what they mean by "each direction". I interpret this to mean horizontal mats of bars are required throughout the depth of the beam. The language in Section 5.10.8 Shrinkage and Temperature Reinforcement seems to suggest that reinforcement is only required along the face of the beam. Can anyone clear this up for me?

"Each face" means the outside part of the concrete, the perimeter (top, bottom, left, and right), NOT the middle core. The steel will be on the outer part of the beam.

Each direction means vertical and horizontal.

So on the top and bottom, the flexure steel controls, and on the sides the temperature steel may control. For the "vertical steel" the stirrups may control. Please verify if this is so for your situation.

You should also verify if "skin reinforcement" controls on the sides, instead of the temperature and shrinkage steel.
