I have a .prt file where I have customized menus, background and selection colors, dimension arrows style in modeling and drafting apps, etc..
I can use it as a master model template, and have all my new files based on this templated file look and feel.
But is there a way to import these .prt file settings to customer defaults settings?

You can also replace the null files used when you import IGES STEP etc if you wish, but you will still have to basically transcribe the settings by editing the customer defaults file.
It just so happens that if you template everything off the file that suits you then you will probably miss very little that you could possibly gain by editing the customer defaults. Editing the customer defaults will of course be worthwhile as there are many settings they contain that which are not reflected in a saved part. However those settings that derive from a template part to do with colors background many drafting settings etc will all take initial precedence over the customer defaults most of the time.

What you ought to be looking at and checking out for yourself is what occurs now when you use the saved part in order that you gain an understanding of what is and is not affected by changing them. There are simply too many specifics to list here, so please understand I can only offer some comments as a general guide.

Hope that helps

Best Regards
