ACAD 2006 Map

I have a friend who has lost his layer manager. He clicks on the button and nothing happens. Any ideas? (everything else in autocad is fine)

And one extra - what this mapskinmap business - I cant get it to work but those who do see to get a crash. Any clues?

what's inside the commandline?
Maybe the dialog is outside the screen?
Type _.layer -> alt+spacebar -> move -> search with the cursor control keys...
