Acceptance criteria for Shell or Bundle, Entrance and Exit area as per TEMA

TEMA RCB 4.62 provides the rules for calculating Minimum Shell and Bundle entrance and Exit area.
Acceptance criteria for the same is not provided.
To what these calculated values are to be compared for acceptance?

DK44, as you noted, TEMA rules provide minimums. These area shall be calculated for the actual proposed design and shall meet or exceed the TEMA calculated minimums. This is normally all that is required.

The actual proposed design dimensions may also be evaluated by use of the thermal / hydraulic rating calculations to confirm performance, fluid velocities, vibration effects, erosion effects and so forth are within acceptable limits according to those calculations.

My question is how to know whether the calculated values as per TEMA 4.62 are complied on the job.
Any added advices from more experts.
