In Australia for process piping, which piping code does acetylene piping come under B31.3?

I believe you are correct. Athough Australia has its own set of codes and standards for pressure vessels.

There is also an AS 4041 "Pressure Piping" and AS 2129 "Flanges for valves pipes and fittings"

Each state has its own rules and procedures also.
