ACI 318-14 Table 24.2.2 Provides varying deflection limitations for non-structural elements which are and are not likely to be damaged by large deflections.

Does anyone have a resource which delineates different architectural elements which would fall into each category?

I don't know any location where these get strictly defined. Certainly stucco, plaster, tiles, marble, etc. would fall into the "Likely to be damaged by large deflection" category. You can make a judgement call for other materials based on how they compare with those.

I understand brittle non structural members, like partition walls, claddings,tiling , plaster..
The most common specified limit deflection is span/500, for deflection occurring after construction of the partitions , tiling etc..

Similar limitations specified at Eurocodes and refer ISO 4356.

(6) Deflections may cause damage to partitions, to members attached to, or in contact with the member
considered, and to fixtures or finishes, if the calculated deflection occurring after construction of the
elements which could suffer damage is excessive. An appropriate limit will depend upon the nature of the
elements which could suffer damage but, as a guide, a limit of |span/500| is considered reasonable for
most circumstances. This limit may be relaxed in cases where the elements which might suffer damage
have been designed to accommodate greater deflections or where they are known to be capable of
withstanding greater deformations without damage.
