ACI code shear reinforcing question

I have a 4' long 24" deep by 10" wide concrete beam in a wall. There is a heavy point load from a steel beam above (250Kips) acting 8" away from the face of the support on the left side. The shear even with #5 stirrups does not work. Since the point load is less than a distance away from the support can the shear design for that area d be neglected for lack of a better term?

No - the critical section is considered to be at the face of the support - look at ACI 318-14 R9.4.3.2(f)for an example of your condition.

You're well into the limits of deep beams per ACI 318-14 (look at Cl 9.9.1.1). A strut-and-tie model would probably be ideal for your situation, and there are a lot of design examples out there for deep beams with concentrated loads. Make sure to look at the dimensional and skin reinforcement requirements too.
