Recently, I had an inspection come back stating that a titen HD anchor bolt spalled concrete on a stem wall. This anchor was 1 of 4 anchors in the base plate for a simple HSS post supporting a long span WF beam. Lateral is being resisted elsewhere in the wall, so this is purely a gravity connection. Typically, we do (2) anchor bolts, one of each side of the post, but this detail was drawn up long ago when we use to do (4) and when I was still pretty new.
With all of that being said, I have determined that the spalled concrete is merely a cosmetic issue and there is plenty of redundancy in the connection to prevent any potential structural problems. The contractor will be repairing the spall in a way that they typically do (I can't remember what they said at this moment), as to make sure it doesn't look any different then the rest of the stem on this high end home.
My explanation in a letter to the county was not accepted. They stated they wanted explicit wording that the spalling was observed in person by an engineer (which it had), and to reference the "specific ACI 318 section exception for allowance". I read that as they want a section in the ACI that addresses spalling and acceptable means of repair or when it's of no concern structurally. This is where I am turning to this forum for assistance as I have had no luck finding sections in the code addressing this type of issue neither directly or adjacently.
Some more info, in case it helps:
- Custom high end home, post is near a block out for a garage door.
- The lateral is taken up by a portal frame, that happens to also have a steel beam and posts within it.
- straps at either end of the shear panels transfer the tension/compression into the stem, the anchors do not.
