My water treatment plant has a leaking reservoir tank issue. It is leaking about 10 gallon/min of treated water with 1.70ppm chlorine concentration into the creek. I am buying GAC to treat the leaking water. How do I calculate the quantity of carbon I need or the contact time for carbon?

Thank you for your input. I didn't understand the second part of your answer. I want to see the quantity of carbon I need to neutralize water with 1.7ppm chlorine level and flow rate 14400 gallon/day. I have been treating the water with the Na2SO3. I would like to see the price difference of this two method.
 
Columns are designed on the basis of throughput. For 16 gallons per minute, you would need a column with 2 cu. ft of GAC with a minimum bed depth of 2 feet.
