Does anybody known a technology licensor of activated carbon production process via activation with steam from coconut shell or palm kernel shell, or a engineering firm that elaborates the basic design of a industrial plant with the same characteristics of the unit previously mentioned and that provides performance assurance?

Maybe I was not clear, but the firms indicated or are manufacturers of activated carbon (Calgon and Norit) that, in principle, would have no interest in providing the technology used in their units, or are engineering companies that use activated carbon in their industrial processes (Megtec, Polaris and TTS). But what I really need is a technology licensor of activated carbon production process or a engineering firm that elaborates the basic design of a industrial plant. Thank you very much.

You can get a basic design from the engineering companies Megtec, Polaris, TTS.
I don't think the "technology" is worth licensing or that any would like to licence it to someone, given how simple the process is.

Dear RaRo, until now, the situation is as follows: 1) the Sales Manager of POLARIS responded by saying "I am sorry but we can not help you." 2) the engineer of Solvent Recovery Division of MEGTEC asked some questions but not confirmed yet if they can elaborate the basic design and 3) TTS, so far, no reply to our email.

Sorry rereading your post I think I misunderstood you.
You want to produce activated carbon?
If that's the case, I messed up a bit. If the companies mentionned in the thread won't help, you would have to look for other AC producers probably.

LuizPerira- do you mean activated carbon for gold production or water purification- those are advanced technologies.a Activated carbon production is basic tech.

I'd like to know some enginnering firm that can elaborate a basic design for a Activated Carbon Production Unit in a industrial scale. Only to produce Activated Carbon. Not to use it. hai.. dear LuizPerira, I have been making coconut carbon for the last 10 years but not the end product. here we have plenty of raw materiel, that means the coconut shell. But we have not so much activated carbon plant here.
