Same meter.
At one time Kilo-Watt-Hour revenue meters were used to meter both real energy and reactive energy.
As I remember, an induction coil was connected in series with each potential coil of a standard KWHr meter.
This caused the voltage to lag 90 degrees in the potential coils.
As a result the meter reacted to and metered reactive energy.
It's been a long time since I installed those meters and he details are a little hazy, but I remember the phase shifting inductor that was an available accessory for metering reactive power.
The monthly average power factor was determined from the monthly Kilo-Watt-Hours and the monthly Kilo-VAR-Hours.
