Actively seeking to relocate to another city

I am currently employed and have been actively seeking to relocate to another city on the other side of the country. It has been 6 months and I have been terribly unsuccessful (with just one phone interview.) I can understand the hesitation to hire out-of-towners, especially in this tough economy. I have almost reached the point where I would like to pack my bags and make the move without having a job lined up for me - but I've decided to give my job search one last push before doing so, given that I only have funds for about 3 months of living expenses before I would be tapped out. Any hints, tips, and advice on what to say on my cover-letter/resume/phone about relocation? Thank you.

Well, not that this means anything to you.... but my job has become very unstable. I have some options as I am a licensed engineer but I am not quite sure what I am going to do. Well, I was talking to my parents about what was going on and now I have my brother (a headhunter/recruiter) asking if I would like to move to Houston or even become an x-pat.

He does staffing with the O&G companies all the time... although he services the financial side of the companies and not the technical side. He has started giving out my resume to companies (w/o my permission). Who knows what is going to happen now. I'm sure the wife will be ripped, but if the numbers are right it might be hard to say no.

My guess would be to find a good headhunter and have them help you find a new position. It may take a while but who knows.
