ADA Inlets with capacity

We have a situation in a streetscape mall area, where we have typical 2'x3' inlet grates. The grates sit in the middle of pedestrian travel area and are not ADA compliant. We have not found any foundry that makes true ADA compliant 2'x3' grates. (Having no opening greater than 1/2". We have already had numerous complaints and are getting no where.

Does anyone know of any place that has these ADA compliant inlets standard?

Most ADA compliant grates are for trench drains. Your grate size is probably a bit large for general ADA compliance as those sizes are usually not in pedestrian areas.

You might consider a custom steel welded grating since the loads will likely be relatively low, keeping in mind that capacity will be significantly reduced. You might also consider a two-piece or two-level approach...a sacrificial top grate with a structural grate below.
 
I'm not sure those would keep out a cane tip or spike heel, and may still cause problems.

You may want to look at what NY City uses for subway grating, even though those are for ventilation, not drainiage.
