add reinforcement to an existing stem wall

I'm wanting to open a new door on my garage on the adjacent side of the current garage door. Speaking with another engineer it was mentioned that given the proximity the new door will have with the corner of the garage, consider wall bracing, portal frame method. I'm looking at the residential code and see that it calls for min. (2) 1/2" diameter anchor bolts installed. I've got the original house plans. It's an 8" masonry wall on 16"x8" cont. conc. ftg. There is a section in the code that shows reinforcement for stem walls supporting braced wall panels so it doesn't appear that, if another anchor bolt is needed, that it can simply be added, that a #4 bar should reinforce the stem wall and extend down into the footing. I'm trying to figure out if it's possible to reinforce an existing stem wall and what should be done? As an option in the code, there is a (2) 5/8 threaded rods may be used and it extends into the footing and up to the bottom plate. Can this be a possibly?

oooo, that's a big door to add. why? thought you were talking about a normal entry door.
 
Generally with portal frames I use the APA details. Should be some combination of those that will work for you. May be easier to just remove a couple of courses of block, provide the required reinf., and add the CMU back.
