Advice on structural engineering please

I've posted some photos from a site I have recently walked off, due to a multitude of building and engineering regulations being broken. Separate concrete pours in the foundations with no joint pinning no steel rebar in the concrete. Built on embankments with no under pinning nor any drill holes for Concrete pillars below ground level for extra support. No gaping baskets based on or under the embankment. There is a share drop below on to a newly built club house and gym. This is on a resort part in Wales UK. Any feed back from anyone would be appreciated on how to report this. These properties are time shares and I feel sorry for people investing in these.

SCOSS / CROSS take confidential reports regarding safety (but they're unlikely to actually act - more of an information gathering / sharing reporting tool).

Local building officer / planning permit centre may be able to enforce action.

If you belong to a voluntary professional engineering society, they are likely to have lawyers that address ethics issues on staff. You could contact them for guidance.

Additionally, North-American engineers obtain jurisdiction-specific licensure through state or provincial boards. Assuming your license was granted in a similar way, the jurisdictional boards may also have resources available to you.

If this project involves government funding (or tax-relief), then that level of government may have an Inspector-General or other watchdog type of official to prevent fraud and waste for you to express your concerns to. There may be ways that you can file a "whistle-blower" or similar type of complaint.

Be sure to carefully present facts (and only facts) and get corroboration from other engineers prior to making statements involving professional opinion outside your immediate area of practice. I might present my concerns and strongly suggest that somebody else perform a more comprehensive third-party investigation or verification.

I don't know for sure but I would probably start with the local council. If, for example, this occurred in Pembrokeshire then you could go on the Pembrokeshire county council website and go to "planning and building control" and they have a link to "report a dangerous structure"
