AHJ required to install sprinklers between False ceiling and Concrete ceiling. 1

We're working in a building where the distance between false ceiling and concrete ceiling is almost 2.5 meters. AHJ have required to install another layer of upright sprinklers between these ceilings. What does code say about it. What is minmum distance to install sprinklers between such type of ceilings.

NFPA #13 is a standard and not a code.

By "false ceiling" I assume you are referring to a suspended ceiling?

If the space is non-combustible then typically sprinklers are not required.

Thanks for correction. There are HVAC ducts, and different electrical cables between suspended ceiling and concrete ceiling, in this case does we need to install fire sprinkler?
Secondly is there any issue of space between two ceilings to go for sprinklers installation?

From NFPA #13 2013:

26.4.4* Concealed Spaces.
A.26.4.4 If combustibles are present such that they constitute a threat, the space should be sprinklered. One example would be the presence of large bundles of unsheathed computer or electrical cable. Typical amounts of lighting or control cabling should not be considered to constitute a fire threat.
26.4.4.1 Concealed spaces that are constructed of combustible materials, or materials with combustible finishes or that contain combustible materials, shall be sprinklered.

To anyone who may stumble upon this for similar issues: As per Sprinklerdesigner2 -
26.4.4.1 is to be applied to marine type systems.
8.15.1.2 and in this case specifically 8.15.1.2.1 would apply - and although quite similar to 26.4.4.1 - 8.15.1.2 does allow for minimal combustible loading within the space (as I interpret small 2X4 blocks commonlyt used to hang lights within a drywall enclosed hallway ceiling)
