Air compressor receiver size

Hi all, can someone tell me where registration of pressure vessels stops in regards to receivers. For instance, our shop air compressor has a 60 gal receiver and is ASME and registered and inspected regularly by the Boiler Branch. Beside it we have a portable compressor with a 10 gal receiver, 12"d, not registered. According to
thread794-138873 any receiver over 6"d requires registration. This smaller compressor is available at any hardware store. Both are rated at 150psi. Any help?

I believe that the difference is that one tank is stationary and the other portable. Stationary vessels must follow all Code and local jurisdictional requirements but portable units can be exempt per U-1(c)(2)(c). We had the same issue with pressure washers and they were exempt.
 
Now a day most of the hardware stores and industrial suppliers are selling ASME Code stamped air tanks, portable or not,
look at all Costco and Home depot's compressores and see,
A few years ago we had here in CA a boiler and PV senior Inspector who did not mind spending a little of his spare time to visit several Home Depot stores; he would go to the air compressor & tanks section and witnessed the NON-Code air tanks >6 in in DI,
He then spoke to the managers and informed them that they were violating CA Law and that the PV had to be removed from the for sale section. things changed overnight, now all home depot stores comply with the ASME Requirement.
Depending of the state your air tank is used,
in CA you are violating the law.
Also Code or not, if you do not drain the condensate off your tank, it will blow-out due to bottom corrossion.
