Air cooler header box

Hi all!
as always i tried to look in this forum for an answer with no results.

When air cooler header box are welded(full pen with 6 plates) for a ASME header, its common to pre drill, weld and then finish the tube holes and plug holes? or its common to full drill the plates and the weld the whole box?

Any answer will be appreciated

For the same equipment, the manufacturing process may be different between manufacturers. It depends on the facilities and machinery of each one. It also depends on the qualifications of the staff.

From what I've seen, the header boxes are fully fabricated even before being drilled for tube holes and plugs. It is possible to expand the tubes through the plug holes.
