air port operation building conditioing

hi every one,,

i ve been asked to conditiong the operation floor & the tower of control of an air port the specification detremine the system which it is ch.water with separate chillers for tower & operation blg. at the control system dual system required if the one chiller failed do not allow operation , equipment floor to be drop out. is that suppose to use DX cooling coil + chilled water cooling coil one cover the other or it is some thing in the control system called dual system???

Are they asking for dual chilled water supplies? IE if the tower chiller fails then chilled water will be supplied by the terminal building chillers. This may results in the terminal then loosing conditions?
