Allowable Plate Material for Steel Repair Sleeves

A pipeline under the regulation of DOT 195 PHMSA and ASME B31.4 can be repaired using Type A and Type B Steel repair sleeves. I am looking for the type and grade of steel plate allowed as specified in the PHMSA, ASME, or possibly the API code. Knowing the Type A sleeve is considered a structural repair and Type B is considered a pressure-containing repair. ASME PCC-2 didn't help. Found good information in ASME BPVC Section VIII and Section II, but a pipeline operator isn't sure Section VIII and Section II are applicable to pipelines. Please provide any guidance on material selection for these steel sleeves. And the trail of regulations that are easy to follow. Thanks.

I believe the code B31.8 for example would say it just has to be compatilbe with the pipeline steel, use API 1104 if you need to weld, and have sufficient thickness and grade to contain the pressure of the pipeline. I use ASTM A516 for example. Various grades could be used, depending on wall thickness. You would want to select a grade that has good weldability if it is a b sleeve though, I typically use anywhere from Grade B to X65.
 
Thanks Brimmer and for those who contacted me. Here is a good specification trail from DOT to ASME Sect II.
DOT 195.118 leads to ASME 16.9 Section 5 Materials leads to ASME Section II
and DOT 192.153(b) leads to ASME Section VIII, that leads to ASME Section II.

Other connections can reference MSS SP-75, however the chemistry of A572 does not match the requirements of MSS SP-75. Other comparisons between the A6 and the A20 materials will reveal transverse and longetudinal testing is different.

Finally ASME B31.4 has added a general note (3) to Table 423.1-1 to limit the use of some structural plate, but IMO could refine the selection a bit further.
