Allowable stress for circumferential stress at horn of saddle 1

While reviewing saddle calculation generated in PV-Elite, it is found that allowable stress in case of circumferential stresses at horn of saddle is 1.25 times of shell allowable. But same allowable in Codeware COMPRESS is in multiple of 1.5 to shell allowable. Can somebody please inform if they have noticed it earlier and inform which allowable should be followed?

After digging in more, I find that Dennis Moss, Megyesy has a factor of 1.5 while Brownell-Young, Bedner has same as 1.25.

I believe the 1.5 multiplier comes from LP Zick which is the standard used by Compress. Not sure about PV Elite.
 
It’circumferential bending stress, bending stress is limited by 1,5*Sallowable
