Allowable Stress

Under ASME Section VIII Div 1, I have a question about allowable shell stresses. Given are the internal pressure in the vessel and external mechanical loads. For WRC-107 analysis, any program needs allowable stress to be set. What is the correct value of this allowable stress? Per Dvision 2 Mandetory appendix 4, Figure 4-130.1, PL + Pb limit is 1.5kSm. None of the stresses generated by external loading + internal pressure can be categorized as secondary stress. Thus allowable stress value should be 1.5kSm and not SPS.

Any opinions?
