When you want to calculate the thickness in ASME SEC XIII DEV 2 , the value of allowable stress is ( ultimate tensile/ S. F), asking about value of ultimate tensile while choosing; Minimum, or maximum or actual product analysis???

First of all what is ASME XIII DEV 2 ?
That aside - when you want to calculate the minimum thickness you utilise the Minimum Specified UTS and Yield Strength in the Code for the material since at the time of design you have not ordered the material so do not know the actual material strength properties do you?
 
Assuming that you are referring to ASME Section VIII, Division 2 - the allowable stresses are obtained from ASME Section II, Part D, Tables 5A and 5B. One does not "calculate" an allowable stress - one obtains it from the Table(s).

ASME Section II, Part D, Appendix 10 details the calculations used to determine the allowable stresses in Table 5A and 5B.

Nevertheless, the minimum-specified values for yield and ultimate are used. It is NOT permitted to re-calculate the allowable stresses upon receipt of the material MTRs with actual values for yield and ultimate.

My material use to fabricate the vessel is
En 10028-3 p355 NL1
 
You are permitted to use a material for construction to ASME Section VIII, Division 2 those that are approved in Part 3.2.1.
