Ammonia Tuning for Injections Rates to the Ammonia Injection Grid

I am working on a competitive bid for a potential customer which includes a replacement-in-kind of an Aq. NH3 vaporizer skid that has met its end of life. The item below was stated in their RFP:

The final installation shall include DCS loop check with site technicians and Ammonia
Tuning for injections rates to the Ammonia Injection Grid.

Could anybody please provide their opinion on what "Ammonia Tuning for injection rates to the Ammonia Injection Grid" means? We are certainly not expected to complete traverse testing and SCR tuning, so I am confused because all/any DCS work is excluded from the scope. Here are some other details:

[li]No PLC on the new skid[/li]
[li]No VFDs on the skid (no characterizer curves to change for VFDs)[/li]
[li]No additional signals being run to the DCS (Replacing exactly in kind)[/li]
[/ul]

My only thought that I am hoping the community can deny/confirm is that the automated aq. NH3 globe control valve can have some field adjustments made to it?

Ask the customer... But I read that as 'final installation shall include checking that the system as a whole still works'.
