Anchor adhesive/caulk

I have a connection that is a shear connection only, and I am using a dowel pin to transfer the load. I was looking for something that would be a good caulk/adhesive that will be tight, but a little bit flexible to allow some deflection of the beam the dowel pin is in. Basically I want it to be able to move up and down, but not side to side, at least not alot. I will try and keep the hole small for the dowel, but its contractors.

That's a pretty tall order. Could you use a standard Hilti anchor and just put vertically slotted holes in your beam?

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
If the laod is carried through the pin - good idea! - it seems like the standard commercial house-construction adhesives (brown glue used for walls and concrete liners dispensed via caulking guns) would be flexible enough even after it dries. Regular "caulk" seals but doesn't really "glue" flat surfaces together.
 
Use Dow 795 or Dow Structural Sealant. Both will serve as adhesive and sealant and they are commercial grade...not Home Depot grade.
 
Yeah, seems like KootK's idea is better. Slot the beam and keep the pin fixed. You could use some Dow Structural Sealant or similar in the slot after the pin is placed to provide a "spring" to add damping to this motion.
