Anchor bolt Allowable Stress ASTM F1554

I am designing an ASME VIII Div 1 pressure vessel with a skirt base ring. My customer has specified ASTM F1554 grade 36 anchors.
ASME II D Table 3 doesn't have ASTM F1554 (or ASTM A307 grade C, which F1554 replaced).
ASTM F1554 grade 36 has a yield strength of 36,000 psi and tensile strength of 58,000 - 80,000 psi.
What value of allowable bolt stress should I use? (14,500 psi, 4:1)?

Generally Allowable stress value is specified in Client specification and that need to be follow. In my current project Anchor bolt material is same as yours ASTM F1554 Gr 36. we are using allowable stress value 103MPA and Shear 89Mpa.
