Anchor Reinforcement For Tension & Shear 3

Hello guys
What is the best configuration for anchor reinforcement for tension & Shear? I'm designing a bearing plate which has a significant bending in minor axis. The connection fails at breakout check in both tension and Shear So I want to reinforce the anchors with ties according to FIG RD5.5.2.9 & RD.6.2.9 - ACI318-08.but I cant figure out how.

Your help would be really appreciated .

I dont see any rebar in your concrete
can you add reinforcement and develop the capacity through those.
 
ACI 318-11 and -14 have example diagrams for anchor reinforcement. I don’t have the codes with me so can’t give you the exact sections. There are requirements to the spacing of the rebar to the anchors and you have to make sure the rebar is developed on both sides of the breakout cone.
