Can we use anchor strap in the cryogenic storage tanks when we have wind or seismic shear load?

I am not sure that anchor strap can bear shear laod beacuse of its flexibility!

Shear is usually resisted by friction between the tank bottom and the foundation using a friction factor of 0.4. See 5.3.1.2, 5.11.4 and E.7.6. Does this cover your loads?

Calculated shear load is more than friction resistance, please answer if strap can bear the shear or not.
 
If the tank needs to remain stationary during an earthquake, straps do not work. If you are only trying to resist overturning, and limiting the lateral movement to a fraction of a meter [half a foot or so] straps are adequate. So it depands on the strength of the nozzles and the flexibility of the piping.
 
What Duwe6 said is right on. Straps will not resist sideways loads. Neither will standard anchor chairs for that matter. You'll need another type of connection.
