I don't think so.
ALL CMMs, AFAIK, report data in Cartesian coordinates.

However, the assorted 'measuring arms' work by measuring angles to great precision,
by means about which they don't say much.
They still report results in Cartesian coordinates.

This Instrument can easily measure in two dimensions, in either angular or polar coordinates. This is an line mentioned at ASQ -CQI Book so they are saying X axis and Y axis?

WHAT instrument?
WHAT book?

"Polar coordinates" suggest a distance from an origin point, and an angle or bearing from a fixed axis through that point.

"Angular coordinates" suggest two angles or bearings from two separate fixed points and two fixed axes through the points.

Either may be derived (or computed in real time by a pretty simple microcontroller) from Cartesian coordinates, for any particular 'worldview'.

Frankly, it sounds like you are being confused by a book full of gobbledygook, or we are separated by a common language.
