Hard to understand why this was built within 1/4 mile of all these places. If it happened during the day you could probably add at least 200 dead kids to the total. I hope all the million or so small towns all over the US that have these ammonia transfer plants, or other dangerous chemicals) in the middle of their towns get serious about safety starting ...NOW. Shut them down immediately until they move farther out of town. Lesson: Even little towns need strict zoning laws.

The bomb-making material included a 3.5-inch length of galvanized metal pipe with two galvanized end caps attached, one of which had a 1/8-inch hole drilled in it, according to the complaint. There were also canisters containing hobby fuse, a lighter, a digital scale, a plastic spoon, six coils of metal ribbon, and several pounds of chemical powders in individual bags, including: potassium nitrate, potassium perchlorate, aluminum powder, red iron oxide, ammonium perchlorate, sulfur powder, air float charcoal and Eckart 10890 German dark aluminum.



It was the plastic spoon that really pushed the limit.

I had the same reaction, dgallup. Apparently, drilling a 1/8" hole in a piece of pipe makes you an anarchist now. Meanwhile, Seattle police dept. can't or won't stop mask-wearing punks from gutting downtown stores at the drop of a hat. Serious lack of perspective in this brave, new world.
 
Not the pipe, by itself, but in conjunction with:

Pretty clear someone was collecting the makings of a bomb.

So, now it's illegal to own the components of a possible explosive device? OMG, you have the makings of one parked in your garage right now! No more gasoline for you.

For those chemicals, yes. It's illegal, unless you're a licensed pyrotechnician.

Which chemicals, precisely, Irstuff, or all of them? Basically, I'm calling BS on your last post. Only two of the chemicals listed have restrictions on sales, and there are pretty straightforward ways around that. BATF liscensing is one, do we know if the alleged perpetrator had such permits? Not from the posted article we don't.
 
I take it you're saying we can't assume he didn't have permits for them just because he's being charged with unlawfully possessing them?
 
Turns out the guy was fired from his EMT job days before the explosion:

As illegality, yeah:
"(C) any combination of parts either designed or intended for use in converting any device into any destructive device described in subparagraph (A) or (B) and from which a destructive device may be readily assembled." from 18 USC 921

and

"(f) Destructive device
The term "destructive device" means (1) any explosive, incendiary, or poison gas (A) bomb, (B) grenade, (C) rocket having a propellent charge of more than four ounces, (D) missile having an explosive or incendiary charge of more than one-quarter ounce, (E) mine, or (F) similar device; (2) any type of weapon by whatever name known which will, or which may be readily converted to, expel a projectile by the action of an explosive or other propellant, the barrel or barrels of which have a bore of more than one-half inch in diameter, except a shotgun or shotgun shell which the Secretary finds is generally recognized as particularly suitable for sporting purposes; and (3) any combination of parts either designed or
intended for use in converting any device into a destructive device as defined in subparagraphs (1) and (2) and from which a destructive device may be readily assembled. The term "destructive device" shall not include any device which is neither designed nor redesigned for use as a weapon; any device, although originally designed for use as a weapon, which is redesigned for use as a signaling, pyrotechnic, line throwing, safety, or similar device; surplus ordnance sold, loaned, or given by the Secretary of the Army pursuant to the provisions of section 4684(2), 4685, or 4686 of title 10 of the United States Code; or any other device which the Secretary finds is not likely to be used as a weapon, or is an antique or is a rifle which the owner intends to use solely for sporting purposes." from 26 U.S.C. 5845

Obviously, they need to prove "designed or intended," but that's done in court. Obviously, he didn't have a license, or he'd be out by now, and he wouldn't have had his "friend" holding the bag.

I did a bike ride Saturday that went to West and back, and we made a brief tour through the city. Lots of damaged houses, lots of demolition and construction going on, looked like a mix of community & church volunteers and commercial contractors. Damage is impressive, saw houses with the roof caved in from an explosion a block away. Some of the worst of the damage has already been demolished, and there are a couple of new houses already going up.
